Public invitation to Participate in a Tender for a Long-Term Framework Agreement for Operation and Maintenance (Spare Parts) Covering the Entire Syrian Arab Republic

CARE International announces its intention to solicit bids from qualified companies and suppliers to participate in a non-fixed price Long-Term Framework Agreement for Operation and Maintenance (Spare Parts) across various locations in all Syrian governorates, as needed.

Interested companies are requested to review the Request for Proposal (RFP) documents for full technical and administrative details related to the tender.

Agreement Duration

Two years (24 months)

Extendable for one additional year (12 months) based on performance and need

The Geographical Areas:

Area (1): Northwest Region

Aleppo Governorate (Northern Aleppo countryside, Western Aleppo countryside, Southern Aleppo countryside)

Idleb Governorate (Northern Idleb countryside, Southern Idleb countryside, Western Idleb countryside, Eastern Idleb countryside)

 

Area (2): Central Region

Homs Governorate (Northern Homs countryside, Southern Homs countryside, Eastern Homs countryside, Western Homs countryside)

Hama Governorate (Northern Hama countryside, Southern Hama countryside, Eastern Hama countryside, Western Hama countryside)

Latakia Governorate (Northern Latakia countryside, Southern Latakia countryside)

Tartous Governorate (Northern Tartous countryside, Southern Tartous countryside)

 

Area (3): Southern Region

Damascus Governorate

Rural Damascus Governorate (Eastern Ghouta, Western Ghouta, Qalamoun, Zabadani, Qatana, Kiswah)

Daraa Governorate (Eastern Daraa countryside, Western Daraa countryside)

As-Suwayda Governorate (Northern As-Suwayda countryside, Western As-Suwayda countryside, Eastern As-Suwayda countryside)

Quneitra Governorate (Central Quneitra countryside, Northern Quneitra countryside, Southern Quneitra countryside)

 

Area (4): Northeast Region

Deir ez-Zor Governorate (Eastern Deir ez-Zor countryside, Western Deir ez-Zor countryside, Northern Deir ez-Zor countryside)

Raqqa Governorate (Northern Raqqa countryside, Southern Raqqa countryside, Eastern Raqqa countryside, Western Raqqa countryside)

Hasakah Governorate (Qamishli and its countryside, Al-Malikiyah/Derek, Ras al-Ain/Sere Kaniyeh, Tel Tamer, Al-Shaddadi, Al-Hawl)

 

Note: Bidders are required to submit unit prices for Region 4 only, as specified in the Bill of Quantities.

Contracting and Pricing Model

The agreement is a framework agreement with no commitment to fixed quantities.

Implementation will be through Purchase Orders / Service Orders issued as needed.

Pricing will be determined through requesting quotations from pre-qualified suppliers who pass the technical evaluation and sign a contract with CARE.

Applicants must submit separate pricing within the technical proposal for Region 4 only.

There is no total contract value.

The following reference must be clearly stated in the email subject line: 26-FWA-081-ALP - Operation and Maintenance (Spare Parts)

Bids sent to any other email address or submitted by hand will not be accepted.

Bid Requirements

Bidders must include the following documents:

Completed, signed, and stamped Request for Proposal (RFP) form

Completed, priced Financial Offer (in USD), signed and stamped, with the corresponding Excel file attached

Completed, signed, and stamped Technical Offer form

Valid Commercial Registration

Valid Tax Clearance

Certificate Proven previous experience in the same field, including number of years of experience Detailed technical proposal including data, photos, and catalogs for all required components, confirming compliance with the specifications in the BoQ

Note: All above requirements are mandatory. Any non-compliant bid may be rejected.

Important Notes

Bidders may express interest in supplying to one or more geographical regions.

Bids scoring below 40% out of 60% in the technical evaluation will be excluded from financial evaluation.

Late submissions will not be accepted.

Payments may be made in Syrian Pounds (SYP) in the future, based on donor or government instructions and using the Central Bank exchange rate.

All supplied materials must be fully compliant with BIS regulations (i.e., must not contain U.S.-origin technology).

The inquiry email is different from the bid submission email.

The awarded supplier must obtain all necessary official approvals for transport and delivery, including approvals from the Humanitarian Affairs Office and customs clearance when required.

Materials originating from OFAC-sanctioned countries (e.g., Iran, North Korea, Cuba) will not be accepted.
