Provision of Translation services in Syria
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit federal enterprise that, on behalf of the German Government, supports many public and private sector clients in around 120 countries in achieving their objectives in international cooperation. With this aim, GIZ works together with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions.
After more than a decade of war, Syria is at a turning point. The fall of the Assad regime has raised hopes for peace, but the situation remains fragile: the civil war has destroyed the country, displaced millions and left deep social scars. The humanitarian situation remains critical, and the population has high expectations for a peaceful and inclusive transition process and for the international community.
Following the collapse of the Assad regime, GIZ has decided to establish an operational presence in Damascus. This development will allow the organisation to expand its interventions in Syria and engage more effectively with local authorities and communities in need of support.
GIZ established its Country Office in Damascus starting from January 2026. To ensure the smooth implementation of its activities and effective communication with stakeholders, the Country Office requires qualified service providers to deliver professional translation and interpretation services (Arabic–English–German), ensuring accurate, timely, and context-appropriate communication.
Service requirements:
The purpose of this Expression of Interest is to identify qualified translation service providers, including companies and individual professionals, operating in Syria who have the capacity and experience to deliver high-quality linguistic services for international organisations and diplomatic missions.
The selected service provider(s) will be responsible for delivering comprehensive translation services for GIZ operations in Syria. The services will include written translation, editing, and proofreading of documents across relevant subject areas, as well as interpretation services when required. Service provider(s) shall ensure the availability of qualified personnel (where applicable), maintain strict confidentiality of all materials, and provide timely delivery in accordance with agreed deadlines and quality standards.
Interested service providers are requested to send a Letter of Interest with the following documents:
❖ For companies:
•Introduction of the firm/company
•A scanned copy of the license and registration that the company is able to work in Syria.
•Provide an Affidavit that the firm has been neither blacklisted by any Government, semi-governmental institute, or private institute nor involved in any litigation in the current or during the last year or a (self-disclosure).
•Annual turnover of the financial years (according to attached grid for checking eligibility)
•Structure of the company and number of employees (according to attached grid for
checking eligibility).
•Availability of qualified male and female interpreters for assignments, as required by project needs.
•At least three reference projects in translation services, including a minimum of two projects implemented in Syria within the last 24 months (according to attached grid for checking eligibility).
•Proven experience working with international organisations and/or NGOs
•Proven language proficiency and translation capability in Arabic, English, and German.
•Experience in translating legal, financial, and administrative documents, including contracts.
•Regional experience and Experience in managing or supporting implementation of donor-funded development cooperation projects
•Provide a letter directed to GIZ exploring:
➢Your company is interested and will participate in the tender.
➢Full names of owner and representatives, with their signatures’ samples.
➢The stamp samples
❖For individuals:
•Valid professional registration in Syria (membership in the Syrian Translators’ Association or equivalent professional body), or any official document confirming the legal right to provide translation services.
•Proven experience working with international organisations and/or NGOs.
•Proven language proficiency and translation capability in Arabic, English, and German.
•Experience in translating legal, financial, and administrative documents, including contracts.
•Regional experience and Experience in managing or supporting implementation of donor-funded development cooperation projects.
•At least three reference projects in translation services, including a minimum of two projects implemented in Syria within the last 24 months (according to attached grid for checking eligibility).
This Expression of Interest (EoI) is a market survey aimed at identifying qualified suppliers, companies, and individual experts. GIZ reserves the right to select the most qualified candidates for potential future assignments related to chatbot creation services and related project needs.
Interested service providers (companies and individual consultants) must submit the above-mentioned documents along with full contact details within the specified deadline via email to: [email protected] in a properly organized digital format following the order specified above. Submissions must be sent by the company owner, an authorized representative, or the individual service provider themselves. Incomplete or improperly structured submissions may be considered non-responsive.
The email subject line must clearly state the reference title and submission deadline as indicated in the EoI.
